Newburgh, New York, has been designated a Federal Enterprise Community in recognition of it unique chronic high levels of poverty and economic distress. According to 1995 Census estimates, over half of Orange County's welfare recipients reside in Newburgh. At present, there are an estimated 160 homeless individuals living in the City. It is also estimated that Newburgh's population includes approximately 7,000 people with physical and mental disabilities — many of who are at risk for homelessness, living in substandard housing and/or failing to receive an adequate level of supportive services to enable them to improve the quality of their lives.
The first of its kind in Newburgh, New York, The Cornerstone combines safe, attractive, well-designed affordable housing with economic development.
Completed in 2006, the building includes 128 apartments, comprising 116 supportive housing units and 12 artist lofts. The Cornerstone houses a mixed tenancy of adults to include the formerly homeless, those with mental illness, veterans and other adults needing affordable housing. In collaboration with Independent Living, supportive services and job training are offered onsite.
Centrally located in a rapidly developing residential historic district, The Cornerstone Residence represents a much-needed experimental model for urban redevelopment that includes the neediest people as part of the solution rather than simply driving up property values and driving out the needy.
